This could simulate a more "balanced" way. In my experience getting closer reduced the amount of "tube" that showed up in your sight picture, and considering the FOV effectively changes how far your character's head is from the center of the screen, this makes a lot of sense to me. I think it has to do something with how far the scope is actually from your face. So it doesn't only depend on how the FOV is set also the weapon makes difference.
